Comments will be allowed before considering each item on the agenda, provided that the City Secretary has received a speaker request form before the start of the meeting. No comments were made
• Announcements by the Mayor, City Council Members or Staff. At this time, reports about items of community interests on which no action will be taken may be given to the public as per Chapter 551.0415 of the Government Code. Harvest Festival is November 9th, Police/Fire Softball game is October 19th.

- Updates by the City Manager or staff.
- Updates on TX DOT presenting to council- Lane Selman, TX Dot area engineer will attend the 9/3 council meeting to provide updates on activities in and around Crandall
- Updates of school traffic control -Day one was a little hectic, but the rest of the week has moved very well. Officers are directing traffic at FM148/US175 in the mornings and FM741/US175 in the afternoons
- Updates on Main ditch and road work -Main Street ditch work should warp up this week and move over to 4th street, Paving contractor is expected to start after Labor Day.
- Comprehensive plan meeting reminder-Meeting is 6-8pm this Thursday 8/22 in the Municipal Court Building
- Updates on Labor Day weekend schedule. City offices will close at 3:00 pm 8/30 and reopen 8:00 am on 9/3 (council meeting is 9/3)

- B. Consider and act on approval of Line-Item Transfers.
- Motion to Approve by Council Member Atkins and seconded by Mayor Pro Tem Rogers. All in favor, motion passed.
- Consider and act on a request for approval of a Final Plat for Arbors at Eastland Phase 1 as requested by Lennar Homes of Texas Land and Construction, LTD. Arbors at Eastland Phase 1 consist of 125.210 acres of land. The property is generally located approximately 4,200 feet Southeast of FM 741 and CR 269 intersection in the City of Crandall’s city limits, Kaufman County, Texas. Motion to approve by Mayor Pro Tem Rogers and seconded by Council Member Allen. All in favor, motion passed.
- Consider and act on Ordinance No. 08192024, adopting the 2021 Editions of the various International Codes previously adopted and the 2023 Edition of the National Electric Code, all with local amendments, and adopting and clarifying certain related fees. Motion to approve by Council Member Atkins and seconded by Council Member Allen. All in favor, motion passed.

- Consider and act on Resolution No. 08192024A- Approving a negotiated settlement between the Atmos Cities Steering Committee (“ACSC”) and Atmos Energy Corp., Mid-Tex Division regarding the company’s 2024 rate review mechanism filing. Motion to approve by Council Member Allen and seconded by Mayor Pro Tem Rogers. All in favor, motion passed
- Consider and act on the North Lift Station project and funding. Motion to approve by Council Member Atkins and seconded by Mayor Pro Tem Rogers. All in favor, motion passed
- Public Hearing: to receive input regarding the FY2024-2025 operating budget. This budget will raise more revenue from property taxes than last year’s budget by an amount of $310,604 which is a 10.8 percent increase from last year’s budget. The property tax revenue to be raised from new property added to the tax roll this year is $130,635. Public Hearing opened at 6:25 pm. No persons asked to speak, public hearing was closed.

- Consider and act on Resolution No. 08192024C – Changing the time of the City of Crandall City Council’s regular meetings on the first and third Mondays of each month from 6:00 p.m. to 7:00 p.m. No motion was made.
